Board Meeting Date:  October 21, 2008 ~ 4:00 P.M.

PERSONS PRESENT: Don Stevens, Barry Mansell, Gene Cornelison, Gary Winchester, Eric Wilmarth, Buzz Ahrens, Nancy Martin, Tom Heard, Janice Henderson, Bill Graham, Tom Roach, Jim Carpenter, Wesley Banks, Rick Dobbs, Rick Wilson, Clint Blackwell, Randy Mitchell, Dan Carson, Dwight Turner, Ryan Sarks, Jennifer Lowe, Ron Banks, Dave Hatabian, Gene Hobgood, Rod Pope, and Anup Shah.

Don Stevens, Chairman, called the meeting to order.

  1. TOM ROACH REPORTED CONCERNING THE WORSHAM SPRINKLER ISSUE. Mr. Roach noted that Worsham Sprinkler had installed a fire line meter for a customer of the City of Woodstock and had damaged a CCWSA water main in the process. Mr. Roach noted that Worsham Sprinkler had manipulated CCWSA valves to hook on to the Authority’s line. Mr. Roach noted that the Authority had not been contacted by Worsham Sprinkler for permission to access the Authority’s line and/or valves. Mr. Roach noted that the valve stem inside the gate valve had been broken, and noted that the approximate cost to replace the valve stem and reinstall landscaping to its condition prior to the onset of the job is $17,000.00. Mr. Roach requested permission to file suit against Worsham Sprinkler for illegally accessing the Authority’s valves.MOTION BY NANCY MARTIN AND SECOND BY GENE CORNELISON TO AUTHORIZE COUNSEL TO FILE SUIT AGAINST WORSHAM SPRINKLER FOR ILLEGAL ACCESS OF THE AUTHORITY’S VALVES. All members voted for the motion.
  2. TOM ROACH REPORTED CONCERNING THE UNIVETER TANK ISSUE. Mr. Roach noted that the paint on the interior of the Univeter Tank is blistered significantly. Mr. Roach noted that the tank contractor is proceeding with repairs. Mr. Roach noted that the paint has been sent for testing, and noted that research is being performed to determine responsibility for this issue. Mr. Roach noted that the tank will be drained on November 6, 2008. Mr. Roach stated that he would keep the Board updated regarding this issue.
  3. MOTION BY ERIC WILMARTH AND SECOND BY GARY WINCHESTER TO APPROVE THE 2008-2009 GENERAL SERVICES CONTRACT WITH PBS&J (ATTACHED). All members voted for the motion.
  4. MOTION BY GARY WINCHESTER AND SECOND BY ERIC WILMARTH TO APPROVE THE 9/29/08 MINUTES AS PRESENTED. All members voted for the motion.
  5. DON STEVENS REVIEWED THE FOLLOW-UP ITEMS FROM THE 9/29/08 MEETING:
    1. DAVE HATABIAN OF PBS&J DISTRIBUTED PHOTOGRAPHS OF THE CONCRETE WORK AT THE FITZGERALD CREEK FACILITY AND REPORTED THAT THE CONCRETE WORK IS COMPLETED.
  6. JANICE HENDERSON NOTED THAT THERE WOULD BE NO FINANCE REPORT DISTRIBUTED THIS MONTH IS LIEU OF THE AUDIT IN-PROGRESS.
  7. CLINT BLACKWELL PRESENTED THE WATER TREATMENT OPERATIONS REPORT. Mr. Blackwell reported an average daily treatment of 15.29 MGD for the month of October at the Etowah River Water Treatment Facility. Mr. Blackwell also reported an elevation of 1183.9 at the Hollis Q. Lathem Reservoir.
  8. RICK WILSON PRESENTED THE WASTEWATER TREATMENT REPORT IN THE ABSENCE OF MIKE VENTERS. Mr. Wilson reported an average daily treatment of 1.994 MGD at the Rose Creek facility, and an average daily treatment of 3.433 MGD at the Fitzgerald Creek facility.
  9. RICK WILSON REPORTED THAT FLOWS HAVE BEEN LOWER AT ROSE CREEK DUE TO THE FITZGERALD CREEK UPGRADE. Mr. Wilson stated that cleaning is complete on two of the process basins, and finalizing of several maintenance items is almost complete. Mr. Wilson noted that when maintenance is completed in these basins, the treatment process will be transferred to them. This will enable staff to clean and perform needed maintenance on the other two basins.
  10. BILL GRAHAM STATED THAT HE HAD NOTHING TO REPORT FOR THE CONSTRUCTION REPORT.
  11. TOM HEARD PRESENTED THE GENERAL MANAGER’S REPORT. MR. HEARD NOTED THAT HE HAD RECEIVED A REQUEST FOR ADDITIONAL WATER CAPACITY FROM COMMISSIONER ROBERT JONES OF PICKENS COUNTY. According to this request, Commissioner Jones noted that in the ongoing project of developing adequate distribution systems to serve the majority of citizens in Pickens County, Pickens County has come to the conclusion that it must insure that it has adequate water supply in order to properly serve its citizens.To accomplish this in part, Pickens County would like to purchase 1,000,000 gallons of daily capacity under the guidelines established by CCWSA under the policy approved 4/30/07 that deals with requests for water capacity by governmental entities whose water systems are independent of CCWSA. It is the understanding of Pickens County that CCWSA has established a base rate of $2.50 per gallon for this capacity and Pickens County is prepared to purchase the amount of capacity stated above.MOTION BY GENE CORNELISON AND SECOND BY GARY WINCHESTER TO FOLLOW AUTHORITY POLICY AND AUTHORIZE TOM HEARD TO COORDINATE WITH AUTHORITY COUNSEL TO DEVELOP A CONTRACT, WHICH WILL BE PRESENTED FOR BOARD APPROVAL AT A LATER DATE, WHICH WILL ALLOW THE AUTHORITY TO MOVE FORWARD WITH THE SALE OF THIS CAPACITY. All members voted for the motion.
  12. TOM HEARD REFERENCED CORRESPONDENCE RECEIVED FROM RANDY GRAVLEY, PRESIDENT OF TRI-STATE COMMUNICATIONS, IN WHICH MR. GRAVLEY PRESENTED A REQUEST FOR ADVERTISEMENT IN THE CHEROKEE COUNTY CHAMBER’S QUALITY OF LIFE MAGAZINE. Mr. Heard noted that the cost for a full page advertisement is $2000.00.
  13. MOTION BY BARRY MANSELL AND SECOND BY GENE CORNELISON TO APPROVE THE EXPENDITURE OF $2000.00 FOR A FULL PAGE ADVERTISEMENT IN THE CHEROKEE COUNTY CHAMBER’S QUALITY OF LIFE MAGAZINE. All members voted for the motion.
  14. DISCUSSION FOLLOWED CONCERNING RECENT NEWSPAPER ARTICLES REGARDING PILGRIM’S PRIDE.
  15. BUZZ AHRENS NOTED THAT, ACCORDING TO THE PRESS, THE BROOKSHIRE WATER TANK FUNDING AND CONTRACT ISSUE IS AN UPCOMING ITEM ON THE CITY OF WOODSTOCK’S AGENDA.
  16. TOM ROACH NOTED THAT HE IS SEEKING RESOLUTION TO THE GREASE TRAP ISSUE REGARDING THE SCHOOL BOARD.
  17. MOTION BY GARY WINCHESTER AND SECOND BY ERIC WILMARTH TO ADJOURN. All members voted for the motion.
